Paul Belcher

Hon. FRCP, European and Global Health Advocacy advisor

Paul is an honorary fellow of the RCP, having been elected in 2018 in recognition of his achievements at the European level. He established the RCP's presence in Brussels in 2002 and led the college's European work as its principal European advisor. 

Paul is a senior advisor on European and global health advocacy, strategic advisor to the president and board of the Brussels-based European Public Health Alliance (EPHA) and is a longstanding member of the Expert Advisory Committee of the annual European Health Forum (Gastein, Austria).

Since completing studies in international law, politics and economics at the University of Birmingham (UK), he has been involved in EU health advocacy and policy development in a variety of settings for over 25 years. These include: Robert Schuman Scholarship holder and pharmaceutical regulation project lead in the Health Division of the European Parliament Secretariat; policy co-ordinator at the European Public Health Alliance; European research officer at LSE Health, London School of Economics and Political Science; Head of the Brussels office of the European Health Management Association; and twice elected board member and former vice-president of the European Public Health Alliance.

Paul has published on a variety of European health policy and political issues. He is former editor - and current editorial board member - of Eurohealth, which is published by the WHO European Observatory on Health Systems and Policies, and is a member of the editorial board of the RCP journal Clinical Medicine.

He has been awarded honorary membership of the Faculty of Public Health of the Royal Colleges of Physicians of the United Kingdom and is a member of the Society of Social Medicine and the European Public Health Association.
